Stephen L. Davis
President & Chief Executive Officer
Stephen Davis is the president and chief executive officer of Davis & Floyd. As a son of the firm’s late founder, Emmett I. Davis, Jr., he has spent his entire career working with the company and participating in its growth. He excels in strategic planning and team building.
Stephen’s experience includes providing permit coordination, regulatory compliance, rezoning and entitlements, and project management for private development and industrial clients. A pioneer in Traditional Neighborhood Development, he has managed private development projects involving award-winning, authentic communities.
Outside of his role at Davis & Floyd, Stephen is involved with real estate development and timber-related activities with a high measure of conservation integrated in both.
He and his wife live in Greenwood, SC, and have three children.
Jason P. Eppley, PE
Chief Operating Officer
In 2014, Jason Eppley was promoted to chief operating officer of Davis & Floyd and works in the corporate office in Greenwood, SC. He is a professional engineer with 24 years of experience in the field of structural design and multi-discipline project management. He is a graduate of Clemson University with a Master of Engineering and a Bachelor of Science, both in civil engineering.
In his role as COO, Jason is responsible for the overall daily business operations of the firm.
He was named to the Board of Directors of the American Council of Engineering Companies of South Carolina (ACEC-SC) in June 2017. Currently, Jason serves on ACEC-SC’s executive committee as vice chair. He also is a graduate of ACEC-SC’s Future Leaders Program class of 2011-2012. He is an at-large board member for the Greenwood Partnership Alliance.
Jason lives in Greenwood, SC, with his wife and two children.
Michael V. Horton, PE, CFM, LEED AP
Chief Engineering Officer
Mike Horton serves as Davis & Floyd’s chief engineering officer and works in the North Charleston office. He has been with the firm for more than 20 years. As chief engineering officer, Mike oversees Davis & Floyd’s technical delivery of professional services and leads the project management and project delivery programs and practices.
His professional background is in hydraulics and hydrology, where he continues to lead in the study and design of projects that involve stormwater management and flood control facilities.
In June 2017, Mike was named SC Civil Engineer of the Year by the South Carolina Section of the American Society of Civil Engineers.
He lives in Mount Pleasant, SC, with his wife and two children.
J. Donovan Dukes, PE
Senior Vice President
Donnie Dukes serves as the senior vice president for Davis & Floyd. He has been with the firm since 1978, having served as principal-in-charge, design engineer, and project manager on a variety of multi-disciplined projects. His experience includes planning and design for roadways, buildings, site development, drainage systems, wastewater treatment plants, wastewater collection systems, pump stations, water distribution systems, and water storage tanks.
He provides project direction and advice on political and permitting strategies.
G. Tilley Bull, PE
Vice President, Senior Transportation Engineer
Tilley Bull serves as a vice president and senior transportation engineer for Davis & Floyd and has been with the firm more than 10 years. In this role, he is responsible for all aspects of project management and technical design services for traffic engineering and roadway design projects. This includes frequent communication with the project team, subconsultants, regulatory agencies, and clients.
Prior to joining Davis & Floyd, Tilley worked for the South Carolina Department of Transportation.
He lives in Mount Pleasant, SC.
Eric S. Dickey, PE, PLS
Vice President, Transportation Engineering
Eric Dickey serves as a vice president for Davis & Floyd and has been with the firm more than 20 years.
He provides project design services and administrative operations for Davis & Floyd’s Columbia office. His experience includes projects for local, county, state, and federal government. He also has worked with private clients on residential, commercial, and industrial developments. These projects have included proposals, project management, surveys, roadway design, drainage design, civil/site design, traffic engineering, right-of-way acquisition, utility coordination, environmental permitting, construction letting support, and estimating.
Eric lives in Columbia, SC, with his wife and two children.
Thomas G. Jordan, PE
Tom Jordan serves as vice president and environmental manager for Davis & Floyd. He has been with the firm more than 30 years and has multi-disciplined engineering experience in all market sectors.
As a NEPA practitioner, he prepares Environmental Assessments (EAs) and Categorical Exclusions (CEs) for numerous highway projects. These comprehensive documents study the applicable requirements for federally-funded projects.
In his role with Davis & Floyd, Tom oversees solid waste design permitting and compliance as well as industrial design permitting and compliance. He also obtains and manages 404/401 wetland and stream mitigation permits. He writes Hazardous Waste Technical reports and provides guidance for handling contaminated sites and disposal of contaminated soils. Additionally, Tom conducts and writes asbestos and lead paint surveys and provides guidance and project designs for building demolition and material disposal.
Tom and his wife live in Greenwood, SC, and have three adult children. He is a board member of the Greenwood Touchdown Club and president of the Greenwood Citadel Alumni Club.
Brent P. Robertson, PE, LEED AP
Vice President, Civil Engineering
Brent Robertson serves as a vice president of Davis & Floyd and has been with the firm more than 25 years. He is the manager of the firm’s Greenwood office.
Brent is also the Civil Engineering Discipline Leader. His experience includes stormwater/erosion control design and permitting, utility design and permitting, road layout and design, subdivision planning and development, and topographic surveys.
Brent and his wife live in Greenwood, SC, with their three children.
D. Brice Urquhart, PE
Vice President, Transportation Market Sector Leader
Brice Urquhart serves as a vice president and Transportation Market Sector Leader for Davis & Floyd and has more than 20 years of experience designing, managing, and providing onsite engineering for more than $1 billion worth of complex bridge projects.
His experience from both the construction site and design office offers a unique perspective and approach to project designs that are constructable and cost efficient. His onsite experience includes projects totaling over 17 miles of bridges, some located in complex roadway and interchange environments.
Previously, Brice was the regional director and principal manager of several complex design-bid-build and design-build projects including interstate, rail, and toll facilities. As Transportation Market Sector Leader with Davis & Floyd, he is focused on the pursuit, development, and principal management of transportation projects for the South Carolina Department of Transportation, municipalities, and private entities.
Brice and his wife live in Lexington, SC, with their two children.
Mark H. Warner, SCCED
Vice President, Business Development & Marketing
Mark Warner serves as the vice president of business development & marketing for Davis & Floyd. He has more than 25 years of experience in organization management in manufacturing and economic development.
Additionally, he is the leader of Davis & Floyd’s Industrial Market Sector.
Prior to joining Davis & Floyd, Mark served as CEO of Greenwood Partnership Alliance. In this role, he was responsible for the region’s industrial and retail recruitment, existing industry retention and expansion, and community development.
Mark and his wife live in Honea Path, SC, and have two children.
