Objectives

As part of the “Emerald Triangle” Uptown Development Master Plan, the City of Greenwood selected Davis & Floyd to design and manage Community Development Block Grant (CDBG) and South Carolina Department of Transportation (SCDOT) Enhancement funded streetscape, beautification corridor, and parking lot projects.

Scope

Provided full demolition and replacement of existing roadways, sidewalks, and crosswalks along with major upgrades to underground utilities

Increased safety through traffic calming techniques including planter bump outs, landscaped medians, and decorative crosswalks

Designed the landscape to have beautiful trees, shrubs, and ground covers

Adhered to ADA access design guidelines by providing ramps with truncated dome surfaces to signal the sight-impaired that they were entering roadway crosswalks

Added decorative street lamps on both sides of the road to increase visibility and security

Designed a pedestrian plaza that included a flagpole, Veterans Memorial monument, and swings

Demolished and redesigned a 221-space parking lot, which intercepted and detained stormwater surface runoff, completely resolving a flooding problem that previously impacted 11 downstream merchants

Challenges

Work was performed in accordance with strict CDBG requirements

Coordination with Greenwood Commission of Public Works and Metropolitan District to plan around existing utilities and include their design into bid documents

Coordination with the contractor and City of Greenwood to maintain access to businesses

Outcome

These projects helped redevelop the City of Greenwood’s Uptown area as it becomes a cultural center and catalyst for economic growth.
