Objectives

Habersham Land Company hired Davis & Floyd to develop a stormwater master plan for a ‘new-urbanism’, multi-phase, mixed-use development in Beaufort County, SC. Davis & Floyd recommended improvements to a previously approved Master Plan to identify alternative Best Management Practices (BMPs) to meet the water quality and volume control requirements of Beaufort County.

Built stormwater models to address volumetric and water quality parameters to meet the County’s requirements

Challenges

Beaufort County has adopted some of the most progressive stormwater quality and quantity design standards in the state. Site development projects are required to meet ‘undeveloped’ post-development site runoff rates through the use of green infrastructure (GI) and low-impact development (LID) BMPs.

The developer had a site development master plan approved prior to the new stormwater ordinance’s enactment. The new stormwater requirements, along with the presence of wetlands on-site, required that plan be revised in order to still meet County planning requirements.

Outcome

Proposed BMPs included ponds, pervious pavements, disconnected impervious areas, infiltration areas, and open swales. Additional post-construction LID BMPs, including green roofs and stormwater reuse facilities, were recommended.
