Objectives

The Noisette Company sought to redevelop the closed Charleston Navy Yard and commissioned Davis & Floyd to study its existing conditions before proposing development and preparing a master plan for the management of its wastewater, water, and stormwater.

Scope

Developed comprehensive stormwater master plan for the redevelopment of the Charleston Navy Yard

Challenges

Existing footprint was located among facilities and atop infrastructure that was left after base closure

Previous updates and expansion efforts compromised structural conditions, functional capacity, and general layout for systematic redevelopment of the land

Outcome

A systematic program for the phased construction of utility improvements, which identified the most efficient and cost-effective approach to re-use and/or rehabilitate existing facilities when practical and construct new infrastructure when required.
